Methodology. Each category score (0–100, lower is better) is computed from binary expert-review inputs: "No" responses carry 1.0 risk point, "Unknown" responses 0.75, normalized against applicable questions. The composite is a weight-adjusted mean across 16 categories. Time-decay modeling applies category-specific exposure functions (cliff, front-loaded, s-curve, linear, persistent) based on remaining project duration. Modeled exposure uses project-specific cost-sensitivity factors to express residual risk as a contingency-dollar estimate — a planning input, not a reserve requirement.
